CITY OF BRUSSELS, BELGIUM — The European Union is an economic and political union of 28 member states that are primarily located in Europe. The EU operates through a system of supranational independent institutions and intergovernmental negotiated decisions by the member states. Institutions of the EU include the European Commission, the Council of the European Union, the European Council, the Court of Justice of the European Union, the European Central Bank, the Court of Auditors, and the European Parliament. The European Parliament is elected every five years by EU citizens.
The EU traces its origins from the European Coal and Steel Community and the European Economic Community, formed by the Inner Six countries in 1951 and 1958, respectively. In the intervening years, the community and its successors have grown in size by the accession of new member states and in power by the addition of policy areas to its remit. The Maastricht Treaty established the European Union under its current name in 1993. The latest major amendment to the constitutional basis of the EU, the Treaty of Lisbon, came into force in 2009.

Herman van Rompuy was the first full-time President of the European Council. Assuming a role as reformer, van Rompuy 'led a task force on reforming the EU's economic governance: he drafted the ESM treaty and amendment. He is a supporter of greater economic integration.'

Donald Tusk is the second full-time President of the European Council. His role will be that of a transformer as he takes on the task of reinventing the European Union. Yet, he will have to draw Europe out of a stage of confrontation and purification (and the related break-up threat) first.

Considering that Tusk was the first Prime Minister to be re-elected since the fall of communism in Poland, he appears to be perfectly geared for a role as transformer. In this role, he is destined to re-shape the EU into a more integrated union while riding the waves of Greek and British referenda.

We expect that Tusk's transformation task will effectively begin sometime in Q4 of 2015 when the ripples of the Greek drama have evened out somewhat.
